The Cinematograph Film Rules, 1948 were framed under the provisions of the Petroleum Act, 1934 to regulate the storage, handling, and transportation of cinematograph films having a nitro-cellulose (nitrate) base. Nitrate film is highly flammable and can burn rapidly, producing its own oxygen, making extinguishment extremely difficult. These rules were introduced to minimize fire hazards associated with film storage and cinema operations.
